VulkanDeviceGetHostVisibleMemoryBudget Method

Returns the MemoryHeapBudget that defines the memory budged and current usage for main CPU's memory that can be used for graphics objects. If the memory budget is not available (IsMemoryBudgetInfoAvailable is false), then the returned object will have all values set to 0.
