VulkanDeviceGetDeviceLocalMemoryBudget Method

Returns the MemoryHeapBudget that defines the memory budged and current usage for GPU's device local memory. If the memory budget is not available (IsMemoryBudgetInfoAvailable is false), then the returned object will have all values set to 0.
