ZoomPanelTranslateToCenterRelative Method

Translates the content of ZoomPanel so that the mouseNewCenterPoint is shown in the center of ZoomPanel. newRelativeCenterPoint is in relative coordinates - (0.5, 0.5) is the center of ZoomPanel
